In late 2013, the City of Raleigh created the Community Task Force to help evaluate how to best approach food assistance to individuals who are experiencing homelessness and/or lack of food in downtown Raleigh. Organizations and churches alike, centered around Moore Square for almost two decades, have provided food and assistance to those in need.

The Oak City Outreach is the outcome of the continual efforts of these organizations, churches, and individuals. Located behind the former Salvation Army Center, across from Moore Square in downtown Raleigh, the OCOC is coordinated by Raleigh Catholic Charities with distribution efforts from charitable organizations.

Within the first month (over 5 weekends) the OCOC provided 4,829 meals to the community.
